The LIFE+ Programme is implemented under Regulation (EC) No 614/2007 of on LIFE+ (also called the LIFE+ Regulation). Its general objectives are: Co-funding in the field of nature conservation as well as in Other fields of the environment that are of European interest (for example, water, waste, climate), and Co-funding information and communication activities for the environment. In particular, LIFE+ shall support the implementation of the 6th Community Environment Action Programme, including the thematic strategies, and finance measures and projects with European added value in Member States. It DOES NOT cover any actions that can be financed under the Community’s horizontal financial instruments (see later in the Presentation). Additional points: Background information: What is LIFE+? Projects financed between 2007 and 2013 can be implemented beyond 2013. The Programme’s total budget is Euro billion. This budget is distributed across 7 years and there will be a Call for Proposals every year. The 2009 budget is €250 million, including Euro 25 million agreed by the European Parliament specifically for climate change. This annual budget distribution as follows: At least 78% of the budgetary resources for LIFE+ must be used for grants for projects. The European Commission will use the remaining sum (max. 22%) for other expenditure of DG Environment (including other grants and procurement: studies, NGO core funding programme). At least 50% of the budgetary resources for LIFE+ dedicated to action grants for projects must be allocated to measures to support the conservation of nature and biodiversity (Nature and Biodiversity, and Information components). A target of 15% of the budgetary resources dedicated to action grants for projects is to be allocated to transnational projects. This is a target, not an obligation. However, in the past, roughly 30% of projects have been transnational (mostly LIFE+ Environment projects). Základní charakteristika programu

(příspěvek EU) Průměrná doba trvání projektu – mezi 2 a 5 lety Oprávnění žadatelé: veřejné i soukromé subjekty registrované v EU Points to make during the Presentation: Before applying for co-financing from LIFE+, you should spend some time to assess whether it is the best instrument for you. LIFE+ is a “bottom-up” instrument. This means that within the scope of the eligibility, you are free to propose the project you wish. HOWEVER: LIFE+ should not finance measures that fall within the eligibility criteria and main scope or other Community instruments and a project must fit into one of the three components just described – take time to make sure that it does, and that you chose the right one. EU added-value: the project supports the implementation of EU policy or legislation. EU added value is the most important criterion in the evaluation of the proposals: 30/100 points and any project scoring under 15 points for this criterion is rejected. Although there are no rules on this, LIFE+ projects tend to be of a certain size and a certain duration: The average EC project grant (i.e. Community co-financing) is Euro 1 million (total project Euro 2 million); and LIFE+ projects tend to last between 2 and 5 years. However, if your project is not within these averages, this does not mean it won’t be funded. However, the Commission prefers project falling within these limits. For example, each Member State has an indicative share of LIFE+ funds, and larger projects may be excluded due to lack of funds. The Community will co-finance up to a maximum of 50% of eligible costs. This means that you will have to finance or find from other sources at least 50% of the eligible cost of the project PLUS any ineligible costs. Co-financing tends to come from various sources, including national authority, other public bodies, and certain private organisations. LIFE+ Nature projects that focus on concrete conservation actions EXCLUSIVELY for priority species or habitat types of the Birds and Habitats Directives can be co-financed up to 75%. Any project including non-priority species will be co-financed up to a maximum of 50%. Nejlepší praxe … realizuje vhodné, nákladově efektivní, nejmodernější technologie a metody na ochranu druhů/stanovišť. Testování a vyhodnocování postupů nejlepší praxe by NEMĚLO být součástí projektu. Monitorování je povinné. Points to make during the Presentation: In addition, there are three approaches that are relevant for many (if not all) LIFE+ projects. These are: Best Practice; Demonstration; and Innovation. Firstly: Best Practice means the application of appropriate, cost-effective, state-of-the-art techniques and methods for the conservation of species/habitats. Testing and evaluating best practice techniques should not be part of the project as they are already state of the art. Monitoring is however obligatory. Demonstrace … zavádí do praxe, testuje, vyhodnocuje a rozšiřuje aktivity a metody, které jsou do určité míry nové nebo neznámé ve specifickém kontextu projektu a které by měly být více rozšířeny v podobných podmínkách. Monitorování, vyhodnocení a zveřejnění jsou integrálními částmi projektu. Points to make during the Presentation: Demonstration refers to putting into practice, testing, evaluating and disseminating actions and methods that are to some degree new or unfamiliar in the project’s specific context and that should be more widely applied in similar circumstances. Monitoring, evaluation and dissemination are integral parts of the project. The methods demonstrated do not need to be new at the EU level. Inovace …zavádí technologii nebo metodu ochrany, která nebyla předtím nebo jinde aplikována/vyzkoušena a která nabízí další potenciální výhody ve srovnání s nejlepší současnou technologií … musí být inovativní na úrovni EU. Points to make during the Presentation: Innovation applies a conservation technique or method that has not been applied/tested before or elsewhere and that offers potential advantages compared to current best practice. The innovation must be innovative at the EU level. Additional points: The Guidelines state that “Geographical technology or practice transfer (i.e. introducing a method from country X to country Y) alone (without a genuine development of innovative character) cannot be considered innovative (see Guidelines). This means that a project just introducing a practice already commonly used elsewhere in the EU does not count as innovation. You must be sure to submit your proposal under the right component, and also to ensure that your project fulfils all the criteria for that component. The following sections will highlight a number of key points for each of the three components of LIFE+: LIFE+ Nature and Biodiversity; LIFE+ Environment Policy and Governance; and LIFE+ Information and Communication. LIFE+ PŘÍRODA A BIOLOGICKÁ ROZMANITOST
Cílem je přispět k implementaci komunitární politiky a legislativy týkající se přírody a biodiverzity Dvě odlišné kategorie projektů: LIFE+ Příroda LIFE+ Biologická rozmanitost Points to make during the Presentation: The first LIFE+ component is LIFE+ Nature and Biodiversity. This component aims to contribute to the implementation of community policy and legislation on nature and biodiversity. As mentioned, at least 50 % of the budgetary resources for LIFE+ dedicated to action grants for projects shall be allocated to measures to support the conservation of nature and biodiversity. This will mainly be through the LIFE+ Nature and Biodiversity component (although it can also come from the Information and Communication strand). There are two distinct categories of projects: LIFE+ Nature and LIFE+ Biodiversity. A project must be one OR the other NOT a mixture of both. Additional points: LIFE+ Nature is very similar in most ways to its predecessor LIFE Nature. However, LIFE+ Biodiversity is a completely new instrument. LIFE+ PŘÍRODA Cíl: Přispívá k implementaci směrnic o ptácích a o stanovištích (Směrnice Rady 79/409 EEC a 92/43/EEC) Kritérium: Musí se jednat o nejlepší praxi a/nebo demonstrativní projekty Zaměření: Dlouhodobě udržitelné investice do lokalit Natura 2000 a na ochranu druhů a stanovišť, na které se zaměřují směrnice o ptácích a o stanovištích Points to make during the Presentation: LIFE+ Nature contributes to the implementation of the Birds and Habitats Directives. Projects must be focused on concrete conservation actions using best practice and/or demonstration approaches, as just described. The focus of LIFE+ Nature is on long-term sustainable investments in Natura 2000 sites and on the conservation of species and habitats targeted by the Birds and Habitats Directives. The project’s objectives must directly benefit at least some of the features (habitat or species) for which the site is designated. Examples of LIFE+ Nature projects could be: 1) Restoring mountain habitats in the Alps and 2) Conserving endangered carnivores, like the lynx. Additional points: LIFE+ projects must not include any actions not directly related to the Birds and Habitats Directives. Projects that are a mixture of Natura 2000 and non-Natura 2000 should be submitted under LIFE+ Biodiversity (assuming all other conditions apply). Any project that does not contribute directly to the Birds or Habitats Directives should be submitted under another component or programme. LIFE+ Nature projects can cover both sites and species. Projects shall normally be restricted to terrestrial and/or marine territory that is located within the existing Natura 2000 network of sites. Sites must be officially designated (SPA or pSCI) by the deadline for submitting the proposal to the Commission. Some limited exceptions exist of cases when activities can be undertaken outside Natura 2000 sites (e.g. for stepping stones or for adjacent areas). Cíl: Přispívá k implementaci cílů Sdělení Komise COM (2006) 216: “Zastavení poklesu biodiverzity do roku 2010 – a dále” Přístup: Musí se jednat o demonstrativní a/nebo inovativní projekty Zaměření: Předvedení opatření a postupů, které přispívají k zastavení úbytku biodiverzity v EU, jiné něž ty, které se vztahují k naplňování cílů směrnic o ptácích a o stanovištích Points to be made: LIFE+ Biodiversity contributes to the implementation of the objectives of the Commission’s Communication on “Halting the loss of Biodiversity by 2010 – and beyond”. A LIFE+ Biodiversity project must be a demonstration and/or innovation project. This means that all of the core project actions must be innovative and/or demonstration. LIFE+ Biodiversity is intended for the demonstration of measures and practices that contribute to halting the loss of biodiversity in the EU, other than those related to the implementation of the objectives of the Birds and Habitats Directives. It aims to move beyond the traditional “protected areas” approach to biodiversity conservation and sustainable use. Additional points: LIFE+ Biodiversity is not an “overflow” for LIFE+ Nature-type projects outside Natura 2000 sites. Just because a project is not eligible for LIFE+ Nature, does not mean it is eligible for LIFE+ Biodiversity. For example, nature conservation projects outside Natura 2000 sites are normally not funded by LIFE+ at all. There is one exception: a project that targets exclusively species covered by Birds/Habitats Directives can be a LIFE+ Biodiversity project IF it is a demonstration or an innovative site-related conservation measure not involving long-term investments AND that it takes place outside a Natura 2000 site. It aims at implementing, updating, and developing Community environmental policy and legislation, including the integration of the environment into other policies, thereby contributing to sustainable development. Projects must be demonstration and/or innovation in approach. LIFE+ Environment Policy and Governance’s specific character is a bridge between research and a wider scale implementation and promotes innovative solutions with a public dimension. Dva druhy projektů: Akce vztažené ke klimatické změně, vodě, vzduchu, půdě, městskému prostředí, hluku, chemickým látkám, životnímu prostředí a zdraví, odpadům a přírodním zdrojům, lesům, inovacím a strategickým přístupům Projekty na rozvoj a zavádění komunitárních cílů vztahujících se k široce založenému, vyladěnému, komplexnímu a dlouhodobému monitorování lesů a interakcí v oblasti životního prostředí Points to make during the Presentation: LIFE+ Environment Policy and Governance covers two kinds of actions: Actions related to the following 12 priority areas: 1. climate change, 2. water, 3. air, 4. soil, 5. urban environment, 6. noise, 7. chemicals, 8. environment and health, 9. waste and natural resources, 10. forests, 11. innovation, and 12. strategic approaches. Projects to develop and implement Community objectives relating to the broad-based, harmonised, comprehensive and long-term monitoring of forests and environmental interactions. N.B. The forest-related activities do not have to be demonstrative or innovative. Examples of LIFE+ Environment project could be: 1) Developing new waste water treatment processes and 2) Demonstrating wind propulsion for shipping. Cíl: Kampaně na komunikaci a zvyšování veřejného povědomí a akce spojené s implementací, aktualizací a rozvojem evropské environmentální politiky a legislativy Charakter: Výrazné viditelné komunikační a informační kampaně zaměřené na definovaný environmentální problém Projekty NEMUSÍ být inovativní nebo demonstrativní Points to make during the Presentation: The third component of LIFE+ is LIFE+ Information and Communication. Its objective is as follows: Communication and awareness raising campaigns and actions related to implementing, updating, and developing European environmental policy and legislation. All actions financed under LIFE+ Information and Communication should have a European added value and be complementary to those actions that can be financed under other Community funds during the period It also covers Awareness raising campaigns and training activities for forest fire prevention. The Commission hopes to receive highly visible communication projects that directly address a particular, clearly identified environmental problem. N. B. Počet předložených projektů: 2007: 5 žádostí, 0 projektů 2008: 4 žádosti, 1 projekt 2009: 4 žádosti, 2 projekty v revizní fázi Instructions to the Expert: Please check the LIFE website from early May to see if there are any national priorities for your country. Points to make during the Presentation: The 2009 indicative allocation for the Czech Republic is € This includes a share of the additional Euro 25 million agreed by the European Parliament this year for climate change. Under the LIFE+ Regulation, Member States can draw up national priorities for LIFE+ funding, but are not obliged to. There [are / are not] national priorities in this country. All priorities can be found on the LIFE website. In 2007, there were 5 proposals submitted for LIFE+ financing in the Czech Republic of which none have been selected for co-funding. In 2008, there were 4 proposals submitted for LIFE+ financing in the Czech Republic. Additional points: Indicative allocations: The indicative allocation is an attempt to ensure that all Member States benefit from LIFE+. The manner of calculating the national indicative allocation is fixed according to the LIFE+ Regulation. However, depending on the number of good proposals (and the size of their EC contribution), some countries may end up with more – or less - than their indicative allocation of the budget. If a country submits no proposals – or only proposals of a poor quality – no projects will be financed in that country and the budget will go elsewhere. National priorities: Projects that score well under the national priorities can gain a maximum of 10 extra points (out of 100) in the evaluation process. Applicants whose projects does fall within national priorities will therefore gain a slight advantage in the selection process. N.B. this scoring only counts in the assessment of the projects within a country. Countries with national priorities do not score better compared with countries that do not have national priorities. The Commission wishes to stress that applicants whose project does not fall within these national priorities should NOT be discouraged from submitting their proposal, unless it would be better funded under another programme.
