3 Dopad výzkumu a vývoje na hospodářský růst
The Commission forecast published earlier this month shows that the economic recovery in Europe is stalling But we have learned from experience that counter-cyclical investments in R&D can speed up the return to growth In the US in the 80's – and in Finland and South Korea in the 90's – massive investments in R&D were part of the solution to exit from acute economic and financial crises These massive investments accelerated the transformation of these economies through new technologies and innovation. As a result, economic growth in these countries was higher after the crisis than before The graph in front of you shows that something similar is at play in Europe now. You can see that the economic rebound in 2010 is strongly correlated to the level of R&D investments over the period The rule seems to be: the higher the average R&D intensity in the past, the faster the economic growth now The crisis is not over of course, but Horizon 2020 will offer new and massive opportunities for R&D in Europe that will support and accelerate the technological transformation and recovery of the European economy

Upevňovat globální pozice EU ve výzkumu, inovacích a technologiích The Commission unveiled a set of proposals on 30 November for Horizon 2020, the new framework programme for research and innovation. This forms part of the set of proposals for all of the Union's spending programmes for the period The world has changed dramatically over recent years and Europe is faced with a crisis of public debt, low growth and high unemployment. Smart investments in research and innovation are vital to create jobs and put Europe back on a path to growth. At the same time Europe face major challenges such as ageing populations and the depletion of natural resources. This affects all of our lives directly, for example through high health care costs, rising energy prices, congested roads, and threats to security. Horizon 2020 is designed to address these challenges through funding excellent science, technology and innovation. It is central to the Europe strategy for smart, sustainable and inclusive growth, the Innovation Union flagship to create a knowledge society, and the goal to complete the European Research Area as a single market for knowledge.

It brings together all EU level research and innovation funding into a single programme, covering the current 7th research Framework Programme, the innovation activities from the Competitiveness and Innovation Framework Programme, as well as EU funding to the European Institute of Innovation and Technology. Horizon 2020 represents a break from the past, in order to meet the new challenges and opportunities. These currently separate activities have been integrated to allow seamless funding of research and innovation, allowing innovative projects to be supported from the laboratory to commercial exploitation. Previously separate activities have been brought together to focus on the societal challenges such as health, clean energy and transport. All forms of innovation will be included, including innovation in services and social innovation. Support will also be given to develop the market and legal frameworks for innovations to be deployed, such as on public procurement, standard setting and regulations. Horizon 2020 will also provide a major simplification, with a single set of rules, less paperwork, and faster funding. 7 Priorita 1 - Vynikající věda

The experience with the European Research Council, demonstrates the value of EU level competition for the best individual teams. In a short number of years, the ERC has already supported Nobel prize-winning scientists and ERC grants are widely regarded as a stamp of excellence. Excellent science provides the basis of new technologies. The "Future and Emerging Technologies" scheme will be expanded to support unconventional and pioneering science with the potential to be tomorrow's technologies. Excellent science depends on developing, attracting and retaining talent. Through the "Marie Curie" actions, the EU has developed attractive opportunities for researchers to move across countries and improve their careers at all stages. Finally, top class research requires access to major infrastructures which are often expensive and only located in a few places in Europe.

Key enabling technologies - such as advanced manufacturing, microelectronics, nanotechnology and biotechnology - underpin innovation across many industries and sectors. For Europe to build and maintain a lead in these technologies requires strategic investments. A major barrier to growth is the lack of access to finance for innovative companies. Working with the European Investment Bank, support to venture capital and loans will be scaled up. The participation of SMEs will be important in all areas of Horizon and specific measures will be place for this. In addition, there will be a dedicated activity for research intensive SMEs in all areas, as well as services to support all SMEs to innovate.

For example, meeting the target to reduce CO2 emissions depends on new technologies and solutions for energy, transport, agriculture and the management of resources. This requires a broad, multi-disciplinary approach that brings together researchers, industry, public bodies and users to create innovative solutions that will meet peoples' needs. Horizon 2020 will support not only research into new technologies and solutions, but also their piloting, demonstration and market uptake. In this way the full impact of EU funding will be achieved. Horizon 2020 will build on the thematic research from FP7 and other programmes to address the following challenges which have been identified on the basis of Europe 2020 priorities: - Health, demographic change and wellbeing - Food security, sustainable agriculture and the bioeconomy - Secure, clean and efficient energy - Smart, green and integrated transport, and - Inclusive, innovative and secure societies.

13 Role EIT a JRC v programu Horizon 2020
Tři priority by měly být podporovány: Evropským inovačním a technologickým institutem (EIT) Kombinuje výzkum, inovace a školení v znalostních a inovačních komunitách 1364+ 1461* Společným výzkumným střediskem (JRC)** Poskytuje široké datové základny pro politiky EU 1961 The European Institute of Innovation and Technology (EIT) and the Commission's Joint Research Centre (JRC) will play specific roles in support of the Horizon 2020 objectives. The EIT's role will be to bring together the "knowledge triangle" of research, innovation and education. It will do so through Knowledge and Innovation Communities addressing particular challenges, such as climate, energy and new ICTs. The Joint Research Centre will provide a robust, evidence-base for EU policies in areas such as food safety, environmental monitoring and nuclear safety. * Druhá tranše poměrným dílem z EIT a společenské výzvy (je nutno přezkoumat) **Dalších €724m pro JRC z činností Smlouvy o Euratomu

ZJEDNODUŠENÁ A JEDNOTNÁ HODNOTÍCÍ KRITÉRIA Excelence – Dopad - Uplatnění Answering the overwhelming request of stakeholders Grants based on cost- reimbursement will continue to be the main funding stream. In this context, a radical review of the provisions on the eligibility of costs was essential. The Rules provide now for a broader acceptance of usual accounting practices, extended use of lump sums (including for whole projects) and flat rates (including in particular for the indirect costs), simplified requirements for time-recording, etc. The burden of audits and controls will be reduced but, more relevant, these controls will be refocused to attain a new balance between risk and trust. While random audits carried out on representative samples will remain, the bulk of audits will be carried out based on risk and fraud prevention considerations. It was also crucial to make adequate provision for intellectual property rights. In this context Horizon 2020 Rules for Participation build upon the well acknowledge FP7 principles, ensuring a proper balance between legal security and flexibility. Yet the Rules add relevant provisions, in particular related to the new forms of funding, and put emphasis on the promotion of open access to research publications. Finally, a number of simplification provisions and management improvements will see the light at latter stages. For instance, simplified requirement for annual productive hours will be defined in the Grant Agreement. 4. MÉNĚ ČASTÉ, ALE LÉPE ZACÍLENÉ KONTROLY A AUDITY 8. 16 Širší přístup Pro malé a střední podniky – projekty malých a středních podniků zacílené na společenské výzvy a technologie Pro všechny regiony – podpora seznamování s politikou, partnerství, vytváření sítí, které doplňují strukturální fondy Pro mezinárodní partnery – široký přístup k programu Horizont 2020, strategickým iniciativám, ze kterých plyne vzájemný prospěch Pro všechny formy inovace – sociální inovace, služby, stimulace poptávky prostřednictvím veřejných zakázek, standardní nastavení Simplification is important not only for existing participants, but also to make the programme truly open to new participants such as SMEs, young researchers and centres of excellence that are emerging in less developed regions. Horizon 2020 will introduce a new, dedicated SME instrument, which has been modelled on the successful Small Business Innovation Research (SBIR) scheme in the United States. This will provide support using a staged approach for testing the feasibility of an innovation, for developing the innovation, and for commercialisation. In this way, around 15 percent of the budget is expected to go to SMEs within the societal challenges and leadership in enabling technologies. While Horizon 2020 will fund the best projects regardless of their location in Europe, there will be specific measures to help build excellence in less developed regions. This will include support for policy learning, networking and twinning between less developed and advanced regions. This support will complement the Structural Funds, where the Commission has proposed that research and innovation is an investment priority. Horizon 2020 will be open to researchers and innovators outside Europe. Targeted actions requiring international cooperation will also be launched in strategic areas defined on the basis of common interest. The aim is to strengthen Europe's excellence and attractiveness, to tackle global challenges and to support external policies such as progress towards the Millennium Development Goals.

The remaining barriers will be addressed through a ERA Framework, to be presented by the Commission during 2012. Horizon 2020 will support this goal in all areas, including improving research careers, research infrastructures, open access to research results, increasing female participation, as well as policy learning between Member States. A strong emphasis has been placed on joint approaches, where resources from Horizon 2020 will be combined with those from Member States or industry. These partnerships will create greater critical mass, removes costly duplications, and allows all parties to get more results from their investments.

18 Další kroky: Od 30/11: Vyjednávání Parlamentu a Rady o návrzích Komise
Následně: Vyjednávání Parlamentu a Rady o rozpočtu EU (včetně rozpočtu pro Horizont 2020) Polovina roku 2012: Poslední výzvy na základě Sedmého rámcového programu pro výzkum s cílem umožnit naváznost Horizontu 2020 Koncem roku 2013: Přijetí legislativy k programu Horizont Parlamentem a Radou 1/1/2014: začíná Horizont 2020; zveřejnění prvních výzev The Commission's proposals for Horizon 2020 mark the start of the process to put in place the new programme. Over the coming months, they will be discussed by the European Parliament and the Council, who are responsible for taking the final decisions. At the same time, the proposals for the overall EU budget are being negotiated, including the overall amount for research and innovation. Subject to these negotiations, Horizon 2020 will start on 1 January As well as supporting the negotiations, the Commission will be working hard to put in place all of the arrangements necessary for a smooth start. Part of this process will be the launch of the final calls for proposals under the current 7th Framework Programme. These calls should be launched in mid 2012 and will help bridge the gap towards Horizon 2020.
