Číslo projektu: CZ.1.07/1.5.00/ Vytvořeno: říjen 2012 Ročník: ročník a 4. ročník - čtyřleté gymnázium (RVP-G) Septima a Oktáva - osmileté gymnázium (RVP-G) Vzdělávací oblast : Jazyk a jazyková komunikace Vzdělávací obor: Anglický jazyk Tematický okruh: The Czech Republic – Political system: government Anotace: Tento materiál byl vytvořen jako téma pro maturitní okruh: Česká republika na Gymnáziu a JŠ Svitavy přibližně na jednu, popřípadě více vyučovacích hodin (pro výklad i opakování – shrnutí učiva). Obsahuje jednak přehled faktografických údajů, tak i anglickou ustálenou terminologii, doplněné o interaktivní cvičení: kvíz, otázky, rozhovory, videa, poslech…. Je primárně zaměřen na dva poslední ročníky gymnázia, i přesto se dá využít i v nižších ročnících osmiletého i čtyřletého studia vcelku nebo jeho jednotlivé části Pomůcky: interaktivní tabule, učebnice, handout

4 Introduction The CR is a sovereign, democratic and united state
The CR adopted a new constitution – it created a parliamentary democracy in 1993

5 Government and its 3 branches
The legislative branch = the Parliament The executive branch = the President and the Government The judicial branch = the Supreme Court, different courts on different levels

6 Legislative – the Parliament
Consists of 2 chambers: the Chamber of Deputies (the lower house) and the Senate (the upper house) the Chamber of Deputies – 200 members, elected for 4 year term the Senate – 81 members, elected for 6 year term, one third of the members is elected every 2 years Main duty of: making laws, passing laws, ratifying national treaties, deciding on sending troops abroad

7 Approving bills A new bill can be proposed by: a deputy, a group of deputies, the Senate, the Government, the local authorities The bill first go to the Chamber of Deputies – voted on – passed – submitted to the Senate – voted on – passed – approved by Government – signed by the Head of the Chamber of Deputies, the Prime Minister and the President

8 Executive – the President 1
The President used to be elected by the Chamber of Deputies x the president will be elected by the citizens of the CR in January 2013 (direct election) 5-year term, only two successive terms in a row Main duties: represents the CR abroad, concludes foreign treaties, commander-in-chief of the army Other duties: appoints all judges, generals of the army, ambassadors, the Prime Minister (on his advice he appoints the members of the Cabinet), calls general elections

The current President – Václav Klaus 1. Powers: veto –not signing a bill within 15 days and returning it to the Parliament To grant a pardon to a convicted person or declare an amnesty

The G. consists of/is composed of the Premier, vice-premiers, the ministers The hierarchy of executive branch – down to local authorities (the smallest unit = the municipality, the head of municipal authorities = the mayor) The ministries: headed by ministers that enforce laws Ministries: Foreign Affairs, Finance, Agriculture, Transport, Education etc.

11 Judicial - courts The highest court of appeal – the Supreme Court
Judicial power – divided into a system of courts The judges are appointed for unlimited terms by the President

12 Elections All citizens over 18 are eligible to vote

13 Political Parties The largest parties are: the centre-left Czech Social Democratic Party (ČSSD) and the centre-right Civic Democratic Party (ODS) Other parties: the Communist Party of Bohemia and Moravia (KSČM), Public Affairs (VV), TOP 09 (Tradition, Responsibility and Prosperity)
