11 ISSS/LORIS 2003, PRAHA, HRADEC KRALOVE, 24.3.2003. 11/60 RIJEKA RIJEKA.  This report specifies a parametric template for municipality and city web sites layout following approved design concepts of European cities.  The virtual town hall of the portal offers information and services concerning the city as local government institution and as administration body.  The portal integrates a municipal information system. Information and services for tourists and business are important.  The portal should present links to city related institutions and business companies.  The contents of this part of the portal depends on the commercial interests of the city or the portal provider.  Content management system guaranties the maintenance of the portal. These web sites should be designed as a city portal for four target groups:  Citizens  Business  Tourists  Other public authorities The portal is designed/set up with the objective of supporting these groups according to their special needs. Every user should find the requested information and services with not more than 3 clicks. This may serve as guideline for designing the layout. Executive Summary

The following structure seems to be approved:  There is a headline with a left corner containing logo of the city, name of the city, pictures of the city and a menu bar for general orientation (home, language choice, city map, contact)  Left navigation rail with grouped menu items  Main area to present selected information  Right navigation rail with grouped menu items  Footer for date of last update, imprint and copyright information Executive Summary

Executive Summary – The menu placed at the right navigation rail contains links to other city rated institutions or companies. The kind and extend of links depends on the commercial interest of the municipality. – To make the orientation easier the virtual town hall should be separated from other city and commercial information and service.

Executive Summary A municipal information system is a key element of an information portal which supplies the citizens via internet with basic information about the municipality. Elements of such a system are:  information concerning the organizational structure of the municipality (departments and division)  information concerning persons in charge and action designators, locations, opening hours and public transport connected to a graphical information system (GIS)  requests  life events, business episodes  forms server  entry point for public online services

This approach gives cities the possibility to use the proposed structure but create a unique portal. It is recommended to use a data base system for dynamic generation of web pages. A content management guaranties system maintenance. A cooperation following the concept of public-private partnership should be realized for development, maintenance and provision of the portal.

Executive Summary Two prototype implementations are presented:  A city portal using open source software.  A Microsoft based solution realized by the City of Rijeka: http://www.emunis.com.hr RIJEKA CITY PORTAL is build using Microsoft technology and “iSite application” for content management. This product enables refreshing and changing of Web sites without the mediation of the IT team and webmasters, and it supports complex team work and "workflow"- oriented approach. This solution integrates the citizens’ information system EUMIS offering information, forms and the entry point to e-services. The EUMIS maintenance tool is used for maintaining and deploying the system's contents.

The European E-City Award Initiative which published a study benchmarking 130 European cities presents different approaches (http://www.eec-award.com). Examples of the most common layout structure are shown below, as example may serve the portals of:  Genova,  Stuttgart  Hamburg

Municipal information system Treating all the details of a municipal information system will result in a large number of individual pages. If all these pages are built in pure html, their maintenance will result in a nightmare. Instead of building pages in pure html we have to store the data in a database and build dynamic pages. That means we build a template for each type of page; if an individual page is called by the client the template is dynamically filled with the requested data and the result is sent to the client. The principle is shown in the figure below.
