4 4 Potřeby zdravotnictví ČR z pohledu zdravotnictví NL* Zlepšit transparentnost a informovanost o kvalitě a nákladnosti péče. Zvýšit odpovědnost pacientů a zavést integrovanou péči, která umožní prostřednictvím aktivnější role obvodního lékaře zvýšit efektivitu systému. Zavést generickou preskripci - využitím tohoto systému NL ušetřilo 400 miliónů EUR (2008) a v r. 2010 dokonce 500 miliónů EUR. Komplexní reforma zdravotnictví s důrazem na snížení nákladů státu a zvýšení participace pacientů.*** Ministerstvo zahraničních věcí České republiky 4

5 5 Potřeby a výsledky zdravotnictví NL* Snížit dobu, po kterou pacienti zůstávají ve zdravotnických zařízení a urychlit jejich návrat do domácího prostředí. Zvýšit participaci pacientů na zdravotní a sociální péči s důrazem na větší odpovědnost pacienta. Zamezit dalšímu zvyšování výdajů státu na zdravotní péči (ukazatel podílu na HDP je jeden z nejvyšších na světě). Aktuálně (prosinec 2014) se diskutuje mezi vládou a parlamentem další zákon, který by změnil systém zdravotní péče a měl by ušetřit cca 1 mld. 8 8 Health insurance in the Netherlands - II* Studies ( by De Volkskrant and NRC Handelsblad ) showed that an identical search for the best health insurance policy can lead to different answers on three comparison sites. The AFM conducted an earlier investigation of 33 comparison sites in 2012. Comparison sites serve as modern-day insurance brokers and receive commission for every policy that is sold via them. 11 11 Vision of long-term care in the Netherlands* Long-term care – The Exceptional Medical Expenses Act provides for care and support in cases of long-term ill health, handicap or old age. – In 2010 over 600,000 people (340,000 at home, remaining within an institution). – Total costs more than EUR 23 billion (+ 150,000 voluntary workers ). – Annual growth of 2.5%; + EUR 852 million to invest in extra 12,000 employees and training for the quality of care (of the elderly). – EUR 636 million raising the self-employed tariffs and EUR 142 million for raising the contracting space. – EUR 74 million, for the benefit of the work practice fund – EUR 10 million - measures for the prevention of the abuse of the elderly – Care Institutions (Quality) Act - programmes ‘Better Care’, ‘Transition Programme in Long-term Care’, ‘National Programme of Care for the Elderly’, ‘In for Care’, ‘Welfare New Style’ Other facts – 1.3 million employees in the care and welfare sector; at least 400,000 extra care providers will be needed in the coming 15 to 20 years – Reduce the administrative burden for businesses by 5% annually Ministerstvo zahraničních věcí České republiky 11

19 19 EIB and Philips - EUR 200 mil. healthcare R&D agreement* The European Investment Bank (EIB) and Royal Philips Electronics signed a EUR 200 million loan agreement (2009 - 10 year loan) R&D activities across a range of innovative healthcare projects, including image-guided intervention and home healthcare, in Europe (Netherlands: EUR 126,000,000; Germany: EUR 74,000,000) Part of Philips planned R&D investment in healthcare activities in Corporate Technologies. R&D activities focused on healthcare solutions such as –image-guided intervention and therapy, –home healthcare, and –clinical decision support systems. 20 20 University Hospital in Maastricht - EUR 125 million* ACADEMISCH ZIEKENHUIS MAASTRICHT Extension, improvements and refurbishment of the University Hospital in Maastricht (azM) under the investment programme 2012-2015. Proposed EIB finance - EUR 60 million Total cost - EUR 125 million The project supports the infrastructure and organisational development of the Academisch Ziekenhuis Maastricht (University Hospital Maastricht - azM) in Maastricht, the Netherlands. The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the EU procurement legislation, with publication of tender notices in the EU Official Journal. 21 21 Amsterdam university hospital - EUR 100 mil.* ACADEMISCH MEDISCH CENTRUM AMSTERDAM (AMC) Refurbishment and modernisation of main building of Amsterdam university hospital and Replacement of combined heat and power plant Signature date - 10/12/2012 Investment programme 2009-2014. The AMC developed an investment programme to improve the centre’s competitiveness through modernisation and reconfiguration. It is foreseen to refurbish several facilities on the existing site dating from the 1980s which are no longer adequate for modern service provision. Another major component is the modernisation of the central power supply to increase the energy efficiency of the facilities. Ministerstvo zahraničních věcí České republiky 21

22 22 DG Infra - to invest EUR 400 million over the next five years* Investments in PPP and other capital-intensive projects and businesses, in sectors including energy and healthcare, mainly in the Benelux. Combined investment capacity of EUR 300 million. The investment portfolio of DG Infra currently includes 20 participations representing an investment cost of around EUR 220 million, and located in Belgium, the Netherlands and France. Including public private partnerships or PPP, renewable energy projects (solar energy, on- and offshore wind farms, thermal energy storage) and other infrastructure assets (health and care infrastructure, port, service centres). Geographical focus - the Belgian and Dutch market; France and Germany. Complementary funding from external investors - EUR 400 million over the next five years (focus on investments of EUR 5 to 50 million). 23 23 Game Academy - WTC Leeuwarden* The aim of this project is the development of a training device for training balance of seniors at home including serious gaming modules and remote monitoring system, ready for transfer to industry. The purpose of this plan is to initiate and foster several projects. 'Exergaming for balance training for elderly people' –SPRINT/UMCG-project in which human movement scientists, rehabilitation scientists, biomedical egineers, game developers and designers work together. –Participants in this project are: Groningen University, CGI, Incas3, –RW, Waag Society, Axtion and Evocare. –contact Claudine Lamoth (Project Leader) c.j.c.lamoth@umcg.nlc.j.c.lamoth@umcg.nl Validation - this requires indicators for improved balance. In order to gain insight into these indicators, the behaviour of young and older adults will be studied in simulated fall risk situations in the Computer Assisted Rehabilitation Lab (CAREN). 28 28 Venture Capital fondy v oblasti zdravotnictví* (viz také č.j. 165/2013-HAGUE*) DSM Venturing –Firma investuje do VC fondů a start-up firem. –do biotechnologií, farmacie a nových materiálů. –v rozsahu 250 tisíc až 5 milionů euro Life Science Partners –vstupuje do start-up společností zaměřených na medicínu a biotechnologie. –Sídlí v Amsterdamu, Bostonu a Mnichově a –spravuje investice v souhrnné hodnotě přibližně 650 milionů euro. –investují v rozsahu 1 až 15 mil. euro. Gilde Investment Management - Gilde Healthcare Partners –investují do společností, které již získaly pro svůj produkt označení CE a začaly s jeho prodejem. –kapitál pro rozšíření komerčních aktivit. 32 32 Investing in hospitals of the future* European Investment Bank - systematic treatment of the decision to invest in the health care estate (Netherlands selection): – Introduction of competitive diagnosis-related groups (DRGs) - important driver of change in hospitals. –Contextual factors for service redesign - The comparison of acute, primary and social care services. –New market-based funding - incentives to shift costs or to compete with other service settings (Maasland hospital, Sittard, Orbis Concern). –Planning health care capacity: whose responsibility? (Regional organizations plan acute hospital care but under approval from the central Gov.). –Hospital developments and investments are entirely „privately“ financed, leaving the financial responsibility primarily with the provider (typically non- profit organization or university). Some future trends: –“long-life, loose-fit” strategy - development of health facilities that are less specifically “purpose built” (Guenther & Vittori 2008) - “open building approach” –industrial processes, laboratories - current trends in ICT functions to be provided off-site, new hospital projects - e.g. Zutphen – Gelre Ziekenhuizen.
